Windows 98 Arabic Enabled has a timestamp "". It's not an "updated version" - non-English RTMs tend to have timestamps newer than English RTMs.Į.g. Most files are dated August 24th, 1995, which is correct for the French RTM, but some (COMMAND.COM, and IO.SYS, just to name two) are dated May 1996.
